Microsoft shipped 23 Partner Center announcements in the first 16 days of July 2026. Two of them were big enough to earn their own deep dives: the FY27 incentive redesign and the agentic AI security playbook. If you have not read those, start there.
This post is everything else. Not a chronological recap, you can get that from Microsoft. This is the July stack organized by what it actually does for your business: sell more, earn more, migrate, deliver faster, and stay compliant. Every section ends in an action. The whole thing ends in a deadline.
Sell More: The FY27 Promo Stack Is Live
July 1 did not just start a fiscal year. It started a selling season with a hard wall at the end.
Microsoft 365 Promos
Annual subscription, annual or monthly billing:
- ME3: 20% off 1-year (targeted offer, 250+ seats) and 10% off 3-year (new-to-offer, 100+ seats), both ending September 30, 2026 - ME5: 15% off 1-year (new-to-offer, from 1 seat) and 10% off 3-year (new-to-offer, 100+ seats), both ending September 30, 2026 - ME7: 10% off 1-year (10+ seats), 15% off 1-year (100+ seats), 15% off 3-year (300+ seats), all running through December 31, 2026
Copilot Promos
- Microsoft 365 Copilot: 15% off 1-year at 300+ seats, 30% off 1-year at 1,000+ seats (Microsoft labels both as SMB-targeted, but the seat range runs 300 to 9,999). Both are new for FY27 and end September 30, 2026 - Microsoft 365 Copilot 3-year: 15% off at 300+ seats, ending September 30, 2026 - Copilot Business standalone: roughly 15% off ($18 per user per month) through December 31, 2026 - Business Basic + Copilot Business bundle: 25% off ($21 per user per month) through December 31, 2026
Windows 365 Promos (New for July)
- Enterprise: 20% off, ending September 30, 2026 (Promo ID: 39NFJQT117J9)
- Business: 25% off through June 30, 2027 (Promo ID: 39NFJQT117JC)
- Flex and Government: 20% off through June 30, 2027 (Promo ID: 39NFJQT117JB)
Business with Copilot SKUs and Copilot in 30
Also live from July 1: the permanent Microsoft 365 Business with Copilot SKUs (Business Standard with Copilot at $23.50, Business Premium with Copilot at $32, both capped at 300 seats, annual subscription with annual billing), and the Copilot in 30 trial arriving in CSP New Commerce on August 1: a 25-seat, 30-day Microsoft 365 Copilot Business trial for customers under 300 employees.
Action: validate promo IDs in Partner Center at checkout, review the Global CSP Promo Readiness Guide for full details, and build your Q1 pipeline against the September 30 wall.
Earn More: Growth Margins Start October 1
The FY27 incentive redesign pays for growth: new-to-offer wins, seat expansion, and verified adoption. The growth margin layer launches October 1, 2026, and Microsoft opened the sandbox on July 7 so distributors and direct bill partners can test the API and UX changes now.
Azure gets its own motion: Azure consumptive promotions (percentage-off discounts on pay-as-you-go usage, reservations, and pre-purchase plans) plus per-user promotional targeting are coming in FY27, with sandbox access and documentation live from July 8.
Action: if you are a distributor or direct bill partner, your developers should be in the sandbox this month. If you are an indirect reseller, ask your distributor what they are testing, and what flows through to you.
Migrate: EA to CSP, and DLP to Purview
Two migration paths opened in July, and both are revenue.
EA to CSP for Azure (July 7): the transition tool expanded beyond Azure Expert MSPs and Frontier Distributors. Partners holding one of the three Solutions Partner designations for Cloud and AI (Data and AI, Digital and App Innovation, or Infrastructure) plus an active CSP direct bill authorization can now get access through a Partner Technical Consultant advisory engagement. Every EA customer you move becomes recurring revenue with a service relationship attached.
DLP in Defender for Cloud Apps is deprecated (July 6): file policy capabilities end on January 6, 2027, covering SharePoint, OneDrive, and connected third-party SaaS apps. Policies do not migrate automatically. Microsoft Purview becomes the unified home for data security across Microsoft 365 and third-party SaaS, and CSP partners can transact the discounted Purview E5 Information Protection and Governance SKU to fund the move. Non-DLP Defender for Cloud Apps capabilities (SaaS security posture, app governance, threat protection) are unaffected.
Also note: duplicate Nonprofit E3/E5 three-year SKUs went end-of-sale on July 1. Use only the SKU labeled "three-year" going forward.
Action: inventory customers on EA agreements and customers running Defender for Cloud Apps file policies. Both lists are pipelines.
Deliver Faster: Cloud Accelerate Factory Expands
Cloud Accelerate Factory, Microsoft's zero-cost, Microsoft-led deployment assistance across 30+ Azure services, expanded on July 8 to a much broader set of partners holding Azure specializations. Two engagement changes matter: partner-nominated engagements can now combine Cloud Accelerate Factory with existing incentives in the same engagement, and ECIF or field-nominated engagements require a one-time activation form.
Action: if you hold any eligible specialization, put Cloud Accelerate Factory in your next competitive proposal. Microsoft carries the repeatable delivery work, your team keeps the differentiated work, and delivery speed wins deals.
Go to Market: Marketplace Gets Serious
Three July changes push partners toward Marketplace-first selling:
- Custom contract lengths (July 6): private offers now support terms defined in months, up to 10 years, including non-standard lengths like 18-month agreements, for SaaS and professional services offers
- Multiparty private offers (July 16): expanded to Australia, Japan, and South Africa, now covering 36 markets including Denmark
- Azure IP co-sell (July 10): PRACR no longer operates as a broad co-sell mechanism in FY27. Marketplace Billed Sales is how partner impact gets recognized
Mark the calendar: Tuesday, July 28. The Microsoft Partner FY27 GTM Kickoff Event builds directly on these Marketplace changes, with FY27 go-to-market priorities across AI Business Solutions, Commercial Cloud and AI, and Security. If you attend one Microsoft event this quarter, make it this one.
Action: if your co-sell motion still depends on PRACR reporting, rebuild it around Marketplace transactions now.
The Hygiene Layer
Several smaller items, none of them worth their own post, all of them worth a line in your operating calendar:
- Partner Code of Conduct update, effective August 1: partners may be required to participate in anti-corruption and remediation programs. No action required now, but know the terms changed
- Annual local currency pricing updates: Microsoft is moving to one local currency update per year, every January, starting January 1, 2027, with guidance issued each November
- France Tax ID validation: mandatory by September 1 for partners with customers in France and French territories
- Benefits renewal window change: from early 2027, the renewal window opens 30 days before the anniversary date, and the post-anniversary 30-day grace period is removed
- Agent 365 licensing prerequisites expanded (July 1): new purchases require Microsoft 365 E5, A5, Business Premium, or a Defender plus Purview suite combination. Covered in depth in the agentic AI security playbook
- Microsoft 365 Copilot specialization renamed (July 9): performance now measured on paid Copilot MAU, MS-102 cert removed, third-party capabilities audit replaces customer references
- Three specialization mergers in early August (July 15 monthly update): Analytics on Microsoft Azure, Agentic Business Solutions, and App Modernization on Microsoft Azure. Auto-enrollment for affected partners. Plus all four Security specializations moving to audit-based models
Partner Play
No cotton wool: Microsoft just gave you one quarter to sell into the new system before the pricing walls hit. Here is the order of operations, prioritized by deadline:
- This week: pull every quote in flight against the September 30 promos. ME3, ME5, 1-year Copilot, and Windows 365 Enterprise discounts all expire that day. Anything closeable in Q1 gets closed in Q1.
- By August 1: get your Copilot in 30 trial motion ready. Attend MCAPS Start for Partners on July 22, or catch the on-demand sessions afterward.
- By September 1: France Tax ID validated if you touch French customers.
- Before October 1: decide your growth margin play. New-to-offer, seat expansion, or adoption. Pick the workloads you will be measured on, and confirm in writing which components your distributor passes through to you.
- Before January 6, 2027: every Defender for Cloud Apps DLP customer has a Purview migration plan. Start with the ones already on E5, where the upgrade conversation is shortest.
- Ongoing: move co-sell reporting to Marketplace Billed Sales and embed Cloud Accelerate Factory in your delivery model.
Key Takeaways
- 23 Partner Center changes landed between July 1 and 16. The two pillar stories, FY27 incentives and agentic AI security, have their own deep dives. This post is the rest.
- September 30, 2026 is the promo wall. ME3, ME5, 1-year Copilot (15% and 30% SMB), and Windows 365 Enterprise discounts all expire that day.
- October 1, 2026 is the growth margin launch. Sandbox is open now for distributors and direct bill partners.
- January 6, 2027 is the DLP deadline. Defender for Cloud Apps file policies end, Purview is the destination, and policies do not migrate automatically.
- EA-to-CSP for Azure access expanded to Cloud and AI designated partners with CSP direct bill authorization.
- Agent 365 licensing prerequisites tightened. New purchases require M365 E5/A5/Business Premium or Defender plus Purview suite.
- Marketplace is now the co-sell path. PRACR is out, Marketplace Billed Sales is in.
